Opportunity

MacEwan University is seeking a Senior Advisor, Procurement and Contracts Services for a full-time continuing opportunity with the Procurement and Contract Management Services department.

The Senior Advisor, Procurement and Contracts Services is responsible for the development and execution of procurement and contracting related strategies and processes to meet the widely varying needs of the stakeholders across the university.  This position advises on and seeks opportunities to leverage purchases to achieve the best overall value for university expenditures on goods and services while adhering to legislative and policy requirements for public procurement. 

Key responsibilities include:

  • Conducting analysis on organizational spending within assigned portfolio, developing and implementing strategic initiatives to achieve annual savings targets and/or value enhancement objectives while tracking results of efforts;
  • Analyzing acquisition requirements, identifying and implementing strategic supply management initiatives;
  • Advising the organization on procurement and contract management issues and requirements, including, but not limited to, legal issues and risks;
  • Advising the organization on key supply chain implications including market drivers and manufacturing schedules, which may affect strategic supply related objectives;
  • Providing leadership and expertise to ensure a controlled fair and transparent competitive bidding process is followed;
  • Creating and administering all competitive bidding documents such as; Expression of Interest, Request for Information, Requests for Proposal, Tender, Request for Standing Offer and Request for Quotation;
  • Leading and facilitating diverse stakeholder teams in bid submission analysis and evaluation in support of recommending contract award;
  • Developing and presenting formal contract recommendations for Executive level review and approval;
  • Providing oversight to contract administration process and roles to ensure standards for quality and quantity are delivered and maintained;
  • Developing supplier performance metrics to objectively quantify performance and to support development and management of appropriate improvement action plans; and
  • Providing subject matter expertise in procurement strategies, policies and procedures and contract law toward coaching and mentoring of other departmental staff.

  • Strong skills using computers including experience with standard business applications such as; Microsoft Office, e-mail, Google suite, etc.
  • Experience in developing business processes and facilitation of process improvement initiatives; and
  • Demonstrated integrity, accountability, and respect through your interactions within a team.

Qualifications

  • Formal training in Business (contract law), Supply Management and/or or Procurement in public sector environment.
  • A minimum of 10 years of related experience in Purchasing/Supply Management is required, preferably within the public sector.
  • A minimum of 5 years of organizational subject matter advisory experience would be considered an asset.
  • A Supply Chain Management Professional designation (SCMP) or equivalent designation in public procurement would be considered an asset.
  • An equivalent combination of education and experience may be considered
